Mr. Carter has over 37 years of experience in addressing unique engineering problems relating to mining related issues. In particular, he is an expert in mine subsidence causes and mitigation, underground mining operation, safety, and related equipment, coal preparation plants and mine ventilation. Mr. Carter has testified in both State and Federal Courts on a wide variety of mining and mining related environmental issues, and has served as an instructor for courses on Mine Ventilation and Subsidence.
